I think the main reason is consistency and predictability when working with loops or live playback. In a lot of real-world use cases, people expect the playhead/measure position to keep advancing logically, even when jumping between sections or doing a FILL, instead of snapping back to 0 unexpectedly.

Check out other virtual arranger, f.e OMB, vArranger, even in real keyboard, i found their fill in button jump to other sections with measure start from first.
